<BR>OOO PO Kirishinefteorgsyntez has raised wholesale petrol and diesel fuel prices from 1 March, by an average of 10-15%.<BR>The management of the oil processing plant believes that the city's retail petroleum products market has sufficient reserves to avoid reacting to the increase, and hold prices at the previous level. "This took place because oil prices rose from 560-580 roubles per ton to 860 roubles, between December 1998 and February 1999," says Nikolai Laptev, deputy general director for economic development at the plant. "We waited for two months, but the situation was hopeless. Oil itself is very difficult to find on the Russian market: it is more profitable for producers to export it, to Byelorussia for example, where a ton costs 1100 roubles."<BR>The factory's managers say that retail network operators will not miss the opportunity to raise prices at city filling stations. "The price increase at our plant will provide an excuse for them," continues Laptev, "But their margin must be enough to retain prices at the previous level."
