<BR>Class differences have not stopped the management of OAO Kirovsky Zavod and the factory's independent union of workers from merging in the face of an American threat.<BR>The St Petersburg tractor-building factory is threatened with losing the Russian tractor market, if the RF government agrees to a proposal by Deer & Company (US) to supply $423m of equipment to Russia, including 3,000 tractors. The Americans are ready to supply a loan for 7-8 years at an interest rate of LIBOR+0.125%.<BR> The Russian government is required to provide a guarantee for $1,000 million for 6-8 years. In return, Deer & Company promises to organise the production of agricultural equipment in Russia, and to create equipment service centres and a large leasing company. OAO Kirovsky Zavod produced 650 tractors in 1998, and is capable of producing 5,000 annually. <BR>As the director general of the factory, Petr Semenenko, said at a press conference on the issue, the main problem is the absence in Russia of a leasing system for agricultural equipment. Also at the conference was Alpha-Bank's deputy branch manager Vladislav Guz, who said that Russian banks do not possess long-term funds and so the federal budget must finance leasing itself.
