<BR>A survey of Delovoy Peterburg readers has shown the St Petersburg State Tax Inspectorate to be the state organ most loyal to business.<BR>Of 706 DP readers questioned by research company Gallup SPb., 37.7% said that there is no state organisation more loyal to businesses and entrepreneurs. 38.5% could not answer the question, and 2.9% declined to give an answer, bringing the total proportion of inconclusive answers up to 80%. However, 2.3% confidently named the Tax Inspectorate as the most loyal state organisation. The St Petersburg administration as a whole, the Central Bank and the Small Business Support Committee were all mentioned relatively often in the answers. During the discussion of the loyalty of state organisations to business, various points of view were voiced, for example: "The state structure most loyal to business is that which can be cheaply and quickly 'bought'"; "If you know how to deal with people then there are no problems with any organisations."<BR>The loyalty of any governmental department is always measured in its openness: how ready it is to share information of use to businessmen. The St Petersburg Tax Inspectorate (GNI) is one of DP's permanent sources of information, and one of the most considerate public voices qualities one must agree are rare in government. <BR>The presentation of the diploma for 'The State Organisation Most Loyal To Business' coincided with the presentation of prizes for DP's information partners. Taxpayers in attendance accepted the choice as on the whole a just one. The financial director of OOO Severny Gorod, Oleg Makarov, explained: "Of course, the tax inspectorate can not be nice and kind. We are on other sides of the barricade. However, it can be just. Justice and thoughtfulness are qualities typical of the St Petersburg Tax Inspectorate, and of our arbitration court. In this sense, St Petersburg is very different from many others." The commercial director of Research Company SNITs, Viktor Sharagin, adds, "The tax inspectorate is probably more interested in the development of business than any other state organisation, and this is why it vitally needs qualities like loyalty. I am glad that they understand this in St Petersburg."
