<BR>A number of important changes have been made by the Russian government to the regulations governing cargo processing.<BR>The State Customs Committee (GTK) has been allowed to effect customs processing of equipment delivered to organisations with customs fee debts. The aim of the ruling is to bring forward the installation and use of equipment imported into Russia and held at customs and in temporary storage.<BR>According to the new rules, the customs organs must conclude special agreements with debtors. Such agreements must include a schedule for the payment of customs fee debts. Moreover, debts must be paid within a period of two years from the date of the agreement. Neither interest nor fines can be levied from the moment the agreement is signed.<BR>The equipment can be used as a guarantee, or guarantees from the organs of executive power of an RF member state, or from the customs service processing the equipment.
