<BR>The State Duma passed the Leasing Law on 14 September, accomodating proposals by the Russian President. Any non-consumable items may be leased, including enterprises and other property: installations, equipment, means of transport and other material. Plots of land and other natural property may not be leased, and nor can property which is restricted in its application by federal legislation, or for which specific instructions for use have been established. Both Russian citizens and non-residents may operate leasing agreements.
