<BR>The Smolny's new rent increases are unlikely to increase it's income: a criminal structure has developed between private businesses and the city administration, absorbing rent intended for the budget. KUGI, however, claims that income from city rents has increased by nearly 20% in the first quarter of this year, thanks to the new rent evaluation system. <BR>Many businesses who find the new rent conditions unacceptable have been lobbying deputies for changes to the rent reduction coefficients bill presently being examined by the Legal Assembly. The list of property uses awarded rent discounts has been changed 60 times, and the number of businesses offered concessions doubled.
