<BR>The City Property Committee (KUGI) has made changes to the procedure for issuing licences to real estate agencies.<BR>Now the committee can refuse to issue licences, or annul existing licences, on grounds of failure to fulfill agreements with past clients. <BR>If a check on complaints by clients reveals serious violations by an agency, then the Expert Realtor Licensing Panel will be able o present a negative report, which will serve as grounds for KUGI to refuse to issue a license.<BR>The tightening of licence criteria was initiated by ARDSP, the Association of Realtors and House-Builders, prompted by the crisis in the secondary housing market.<BR>ASDSP Press Secretary Yekaterina Petlina commented that client complaints do not constitute direct grounds for refusals, but grounds for a more thorough check.
