<BR>Two city banks negotiating a merger, Animabank and Inkassbank, are preparing to confront the main obstacle, an underdeveloped banking merger procedure. The Russian Bank's legislation and instructions leave some areas unclear, and the banks' managers say that the merger may fail, despite the intention of their founders to join together. Lack of clarity in Russian Bank legislation has meant that there are virtually no precedents of bank mergers in Russia, and the bankers are wary of being the first to try to merge.<BR>"As a rule, a weak bank merges with a strong one, but here we are talking about two successful banks. The merger came about not to save one of the banks, but to increase their capabilities", says Victor Piternov, Animabank chairman.
