<BR>The Bank of Industry and Construction (PSB), which said it intended to invest $25-30 mln into reconstruction of the federally protected, historically significant building on Nevsky Prospect where its offices are located, forgot about its obligation to pay back the city $7 million. <BR>In December of 1994, the building located at 38/4 Nevsky, which formally housed the Volzhsko-Kamsky Bank and is considered a 19th century national treasure, suffered considerable damage due to a fire. At that time, the Petersburg mayor relegated the task of restoring the building to its main tenant, PSB, by the year 1998 and requested the bank to make an investment of $7.9 mln into the building s renovation. This was the sum of money for the complete leasing period of the building. According to the Committee on State Utilization and Historic Site Preservation (KGIOP), approximately 5 billion rubles ($1mln) have already been sunk into the construction project. PSB planned on renovating the building and turning it into an international finance center. The initial reconstruction plans were completed by architect Sergey Sokolov and approved by KGIOP two years ago. The courtyard area was to be reconstructed so that in its place a new office building would stand. This new structure would increase the total size of the building from 8000 m2 to 14,500 m2. However, at present renovation on the building with the aim of changing it into an international finance center has been stopped. According to KGIOP, reconstruction has been brought to a standstill because of Sberbank s unwillingness to move out of the building. Talks to reach an agreement on how to proceed with construction are now being conducted between PSB and the other tenants who will be affected by the building project. However, no solution between the parties involved has yet been found. Associate Manager of Sberbank, Herman Petrov, said PSB can do what ever it wishes on its own premises, but Sberbank does not intend to relocate since a lease agreement between Sberbank and the city will be in effect for another five years. Furthermore, Petrov noted he had heard of no proposals made for Sberbank s possible move. When asked by DP correspondents to meet in order to explain the current situation, PSB officials left DP s proposition unanswered.
