Russia, in the 1997 financial year which ended on June 30 took second place following China for countries that borrow money from the World Bank. According to World Bank information, in the period of the given year Russia received upwards of $1.7 billion.

Argentina came in third place with $1.5 billion. Fourth and fifth place went to India with $903 million and Vietnam with $349.2 million.
