Deputies of the Gosduma will examine possible legislation written by vice Gosduma Committee of Economics chairman Adrian Puzanovsky. The proposed law stipulates that "the budget crisis be entirely overcome" by implementing export tariffs for crude oil and natural gas at the same time as removing the excise on these goods. "Only the implementation of an export fee of 10 ECUs (European Currency Unit) per ton of oil and 5 ECUs per 1000 cubic meters of natural gas could give the federal budget something to the order of $1.1 billion for the export of oil and $1.3 billion for the export of gas in the period of one year", said the deputy.
The proposed law stipulates the introduction of a government monopoly on internal trade "of particularly profitable goods" which according to Puzanovsky guarantees revenues "not less than 10 billion rubles".
