The Federal Energy Commission has allowed OAO Lenergo to increase average electricity and heat prices.
From 1 June 1998, electricity will cost 30 kopecks per kWh (previously 28.6k) and 66 roubles per Gk of heat (previously 66 roubles).
City administration sources say that the main purpose behind the price increases is to bring prices for private and industrial users in line (presently industries pay more than in Finland, Sweden and France). For much of the population prices will rise by 30%, while for 'the most well-off people' prices will be doubled. It is not yet clear how this section of the population will be identified.
