<BR>According to a ruling by City Governor Vladimir Yakovlev, the Economy and Industrial Policy Committee is to select deserving food product manufacturers and wholesale traders by 20 September using criteria which so far remain secret after which the Finance Committee will allocate 20m roubles to those chosen.<BR>One Finance Committee employee said that 20m roubles is a fairly small amount of money, but it is all that the city could allocate from its balanced budget. The money will be used as strategic concessions for specific enterprises. The concessions are to go to enterprises whose products occupy a large volume of the city market.<BR>According to the city administration, there are 79 local industrial enterprises and more than 400 small businesses involved in food products manufacture.
