Deputies' Reserves Out On The Street

<BR>The City Finance Committee (KFAP) has frozen 280m roubles in the deputies' reserve funds allocated to each deputy to spend on the city however they choose. Bureaucrats are now hurrying to spend the 'ownerless' money on city projects, but the deputies are unlikely to give in easily.<BR>Alexander Yevstrakhin, chairman of the city roads committee, wants to spend the money on plumbing, sewers and electrical reconstruction under Malaya Sadovaya Street, where a pedestrian zone is planned. Lenergo, however, claims that it's electrical network under the street will not need repair before 2002.
